That isn’t a dress, it’s those weird hoops (like the ones my clown pants costume had in 4th grade)
looks like she has hoops under her dress instead of crinoline (netting.) This could very easily have happened when she got out of the car. Of course, it was so classy of someone to take the picture for us!!
