Is this some sort of frat boy ritual I’m not familiar with? What’s up with the colorful t-shirts underwear on their heads? Shouldn’t they have already done whatever this is at the bachelor party? So many questions with this one!

Maybe this is the bachelor party. Instead of the usual chick-in-cake routine, they did a chick-in-wedding-dress bit.
Either that or the wedding reception was one wild party.
It looks like the groom is in the ‘I’m gonna throw the garter now’ position and as a joke (or maybe he was drunk and mistook one hand for the other) he threw his drink instead of the garter and the ‘single guys’ were anxiously awaiting the garter is getting a face full of drink. I haven’t a clue about the underwear on the head thing… maybe that was the ‘gift’ for the groomsmen… bridesmaids usually get jewelry, maybe the groomsmen get boxer shorts?
I’m thinking he threw the drink instead of the garter as a prank. On the otherhand, the path of the water look wacky if you follow it as if it were one flowing line.
As a men’s wedding expert (from the leading men’s wedding site http://www.iamstaggered.com) I feel confident to comment and explain exactly WTF is going on.
This is the time-honoured wedding tradition of the groom throwing rum at men with pants on their heads. The origins of this fun, eye-burning tradition are lost in the mists of time but many people think it has something to do with the pagans, who used to wear pants on their heads and throw rum at each other.

Staggered just about describes my feelings here.
What about the person in black jacket in foreground, holding on to groom’s waist ??? And there’s like a bridesmaid on lower level in front of bride; is a female with bare shoulder, at least.
And a lot of light scatter in the air in middle.
It looks like they are standing on chairs (or at least he might be), hence the holding on to the groom’s waist.
Actually, this reminds me of my cousin’s wedding. The backstory is about 20 years old and revolves around when my then-8-year-old cousin tucked his shirt into his underwear just before the big family photo at our aunt’s wedding . . . which was, of course, the print our aunt decided to frame and display prominantly, forever immortalizing my cousin’s 2 inches of protruding Hanes waistband.
My family had told all this to my cousin’s friends, so when he got married they all decided to don briefs over their clothes for the best man’s toast. Eventually some ended up on people’s heads. My family being my family, they no doubt fully supported this endeavor and probably helped the groomsmen and other friends stash the briefs until the appropriate time.
